I wouldn't think so since you're not getting anything physical. I'm assuming you're buying a digital voicebank from a third-party/second-hand, so I don't know how exactly that works since I've not bought a second hand digital vb before. But I do know from my experience in buying Vocaloids from official services that I've never been charged int'l shipping.
