I use V2s and even V1s on Windows 10, so I don't think that will be an issue for you! If all else fails, you can do things such as "Run as Administrator" or "Have Windows run an older program" that can help.
As for Companies offering import tool, I'm not sure. Zero-G may still be offering this and the code for V2 -> V3+, so it may be worth sending an email about it.
I have Piko and Prima and they both work on my Windows 10. I never got around to getting an import code for them, though (it seems troublesome/confusing even though people keep trying to tell me how to do it).

Sadly, after doing some more research, I'm not sure it'll work out; the Vocaloid website says you can't use an import tool from the V3 Tiny Editor, which is the only other editor I have that can support V2s, and I can't find any editors earlier than V4 anywhere I've looked. Even if I could find them, I doubt I could afford them, given the V4 editor is already going for three times what I got it for last spring. Thank you guys though!!
Unless I'm missing something, it looks like the Vocaloid 4 editor supports V2s: Can I use VOCALOID2 Voice Banks in VOCALOID4 Editor? | faq details | support | VOCALOID. I haven't tried it, but that's what that page seems to say--assuming that one of those other companies' import tools does the same thing as the "discontinued" service from Yamaha.
@mobius017 It says support for library imports was discontinued in 2016. Since I got the editor in 2018, I assumed that meant I couldn't import V2s at all. You think maybe I could email Yamaha about it and double-check? Because if I can get it into V4, I won't even bother trying to import them to Piapro.
Tonio and Sweet Ann are by Zero-G and Power FX, respectively, so I would think you would email them. Provided I'm reading them right, based on the instructions here, it seems to me like you could get those VBs into V4: Tutorial - How to Import VOCALOID2s into VOCALOID3 and 4.
Okay. One last dumb question, I'm so sorry: would I need a compatible editor to upload them into first, like the V2 editor, before I can transfer them, or can I just get the voicebank itself and then transfer it? I'm sorry! I'm still not really clear on that.
