I know, this could be a quick trip to getting a run-around, but it might be worth the hopefully low investment of tweeting this question to somebody like @mikuexpo (MIKU EXPO 2020 (@mikuexpo) | Twitter) on Twitter. Could be they'll just direct you to the website pages you've already been looking at, but they're basically an English-language arm of CFM, right? It could be you'll get some good customer service from people who are closer to the "questioner's" side of things. Especially if you explain, as in the tweet thread, about why those other website pages haven't answered the question satisfactorily.

Or, you know who might know? Lupin/nostraightanswer. He's made songs with Miku in English, so he might have made them available to a Western audience, and I'm pretty sure he said somewhere that he's from Florida, so he's a Westerner. Of course, On Top was an honorary mention in a song contest, so he might have gotten help from CFM on the legal stuff. On Top is distributed by Karent (CFM's label, for anyone reading who doesn't know).

So Karent isn't mentioned there, but the song is definitely on the Karent site.

I feel like trying to work with Karent somehow would be a really good way for Westerners to distribute their Vocaloid music. Per this link from MikuFan, Karent helps with promotion/distribution, so if you want to get your music out there, it seems like a good solution, along with hopefully being the best way to sort out the legal stuff with CFM.
