Okay, okay, jokes aside: Luka's V4 is very choppy and difficult to get good results with. I don't think she's BAD, per say: she's just... quite poorly programmed. Her V4 doesn't quite capture her original tone, which I've never been super opposed to, but I know that upset a lot of people. The biggest issue is her extensive reliance on EVEC, a process that's tedious and runs almost exclusively on trial and error, and is, as such, unpredictable; on top of that, it's even more tedious to use EVEC outside of Piapro Studio, so if you wanna use her in V5, you'll either have to go through the extra trouble, or you'll have to abandon EVEC entirely and just hope for the best. (V5 renders vocals differently than V2-4, I believe, so she might sound different and better in V5 - I'm honestly not sure myself, just speculating.)
She DOES have a high point, though, which is that her V4 English banks can give much better results than her original. Her original English bank mostly held the status it held because she was the first bilingual Vocaloid, but was, in fact, quite unstable, and even had missing phonemes; her V4 English is a lot cleaner, on par with certain native Engloids, even. It's just her Japanese voicebank that got messed up.
TL;DR: V4 improved Luka's English but butchered her Japanese, not because the vocals themselves aren't good, but because the programming is shaky and relies heavily on gimmicks. (For future reference, if you ever plan on buying her: I'd stick with her V2 if you wanna focus on Japanese and her V4 if you'd like working more with her English. Or you could buy them both, which is always a great idea, I think~)
I am 90% sure you can't use EVEC at all in V5. Because you can't use Cross Synthesis in V5 anymore, so you can only use main voice banks. So because Luka relied on the EVEC gimmick, I assume you only get her soft, hard, and straight banks, not the EVEC voices like cute, falsetto, power, whisper, husky, etc.
Also, just because a product is hard to work with doesn't mean the character is bad or that there aren't people willing to work with the issues/make songs with that product.
God she's just truly awful. Peaches got it in one tbh, but what bugs me most is how the scrapped a very promising V3 with ~4 appends for a voicebank with an overreliance on a heavily experimental feature which didn't even work properly outside of Piapro. I actually quite like V4X's tone but she's just terrible to use in every way. Choppy, only two base voice options (Hard was a mistake. Delete the voicebank entirely) and she even has a tendency to distort on high notes. Her English soft is legitimately just an edited version of her standard English voice.That being said her standard English is a lot smoother and easier to use than V2. It was a really, really disappointing update and cemented Luka's reputation as Crypton's "lab rat" so they didn't have to mess Miku up as much. I think she'd do a lot better if she had been released on V3 intact, or even as a V2 append.
V2 Japanese > V4 English > V2 English > V4 Japanese soft > V4 English soft >>>> V4 Japanese hard
Although I don’t have much experience with Luka and everyone else has already done a good job explaining, I want to add on that Crypton’s EVEC idea is mostly useless for all of their V4’s. It has little to no effect on the Kagamines besides destroying their consonants (except for Rin power’s weak R’s, which actually sound better with EVEC power) and just causes Miku to sound hollow and weird. I’d really like to know who gave EVEC the green light.

Maybe Rin/Len v4 would be better. Or even Meiko...although I've heard Meiko V3 is pretty difficult too. Makes me sad that Crypton seemed to use Luka as a lab rat for Miku :( #JusticeForLuka
Also is EVEC just a mechanic in piapro meant to improve the vb? Bit confused on what EVEC is tbh
