When you install a V4 VB, it uses ActivateV4 to activate the bank, not ActivateV5, I think that is what V5 calls it. It activates the bank for the Vocaloid 4 engine, but because V5 is backwards compatible with V4, it automatically reads the bank and allows the editor to use it.
