I don't know too much about the actual "music software" business side of Crypton (much more of the promotional side like events etc)...
Is there any chance this means they actually might announce a completely new Vocaloid?
An actual addition to the Piapro family after such a long time is hard to believe but would be kinda cool...

well, in terms of confirmed early test/development, there are both CV04 and Project if:

(not to be confused with Miku if ver.)
but I see them as internal concept tests and that eventually helped with the development of V3, V4X and NT.
and while it'd be interesting to see a new character from Crypton, and they are very capable of doing so, they don't need to. and in some ways, a new character might hurt the others. Vocaloid fans are so used to see the Crypton family of Miku, Rin, Len, Luka, Meiko and Kaito, together with Rabbit Yukine, all Snow Miku, Sakura Miku, Magical Mirai, Miku Expo and Miku with You, Project Diva, Project Sekai, PokeMiku versions. And then there is Gumi, Teto and all the other characters of the whole Vocaloid history.
reading all the Sonicwire article, it seems like on August 1st they'll announce NT 2 (tentative title) for Miku and friends, with Miku NT2 probably releasing in late summer/autumn, Rin/Len NT2 in winter, and Luka, Meiko and Kaito next year ^-^
