talking in general (I don't use UTAU sorry) Windows 11 is basically a service pack/feature update of Windows 10, its changes are more visual and in fact, the update is smooth from W10 and there are no drivers/apps issues reported. A fresh install is always recommended (and is necessary in case the PC is not compatible with Microsoft list), but in case of update, all apps/drivers/settings are kept and is possible to change back to W10 within 10 days ^^
Windows 11 was originally planned as a normal update for Windows 10 (codenamed Sun Valley), but then for various reasons they decided to release a brand new product :)
