if you're hearing some clicking sound, then yes the hard drive might be going soon, but otherwise, it might be some software or some bad sectors that are causing the bad performance of the drive.. try run first defrag, then chkdsk and then CrystalDiskMark to see how is its surface health.
is it 3.5 inch drive or 2.5 drive? external usb or internal sata? if internal, try change the sata cable, the sata port of the motherboard and the PSU connection, if it is external, try using another usb cable and another usb port. sometimes the external drives fail because of the controller that sits between the drive and the usb port, if your drive is still under warranty, you could ask for replacement of the controller (they won't erase the drive) ^-^
and talking about my experience with brands, usually Western Digital and Toshiba are very safe, while Seagate can be a lottery..
