I don't know the situation so take everything I say with a grain of salt. It depends how close you're to the person or if they're just a stranger on the internet, I would:
a. If they're an internet stranger and they don't want to interact with you, cut your losses and move on. Sometimes we have to swallow the bitter pill and admit that we fucked up and we can't resolve the situation
b. Give them a little time to cool down and they might unblock you on their own. If not, ask someone to give your apology to the person and let them then decide if they want to interact with you
