In my conversations with Japanese Vocaloid users, the peak popularity had more to do with listeners rather than producers. That is to say, the number of people currently producing Vocaloid (or equivalent) music is not necessarily smaller, but back in the halcyon days there were countless fans who would just listen to anything that was Vocaloid related, regardless of quality. But the novelty of singing synthesis has worn off, and nowadays it's mostly producers listening to the work of other producers, with only the occasional "hit song" garnering outside recognition.
Bear in mind, I have no numbers to back up the above, which is based entirely upon hearsay and anecdotal evidence.
