it actually works really well, it feels lightweight and loads much faster than before (you can tell there has been lots of work on the code of the website itself), and in general from what I'm experiencing myself and checking other users, no issues at all, it's a very pleasant experience.
have you tried clearing the cache of your browser? or trying another browser (for example, if you use Chrome, try Firefox)? I use Firefox, but I also tried on Chrome and also on my android smartphone (on the browsers and the app), no issues, very fast.
a VPN actually might do things worse, because as a security reason, I think now niconico server can understand if you use a VPN and then put some limits on the usage.
try checking also from another pc/device and another wifi connection ^-^
