Just another quick thought: Have you tried moving the Piapro music ahead three measures? That way it will technically be late, but in the context of the music it is on time...? Maybe...?
Have you tried "cheating" by adding a short note at three measures before the vocal starts? If that works, you can automate the vocal fader in your DAW to get rid of the wake-up note.
Then perhaps your DAW is putting Piapro to sleep when nothing is playing, and only wakes it up when the first note occurs, triggering the pre-send delay. In FL Studio there is a "smart disable" macro that can cause issues similar to this with other plugins. (I haven't tried it with Piapro.)...

I misread part of your first post, which probably prolonged things a bit. My excuse is that I'm doing homework at the same time. But it's fun homework.
The license manager needs an iLok account, which is different from the plugincentral account you used to download the plugin. iLok is used for a lot of audio plugins, for better or for worse.
All I did was double-click the installer and let it do its thing, then run iLok (which was already installed on my system) and enter the activation code, and then start up my DAW and select the plugin.
