The DAW itself doesn't use that much but their instruments pack surely is massive. I use cubase 5 before and it was use something like 7GB of space requirement so.. they changed a lot...

You might install them separately, there should be a tick box when you install them, looking for some thing named "HALion Instruments" and "Iconica ensembles" it is a whole instruments package come with cubase as stock so you can ignore that and choose to install only Cubase
I didn't use new version of cubase it might be different however, as far as i know the new version of cubase use Download Assistant (i think it's call steinberg download assistant ) you can choose what you need to download. You should looking for (required) ** example "Cubase Pro 12 application (required)" the file size shouldn't be that big (something like 500-600MB not more than that.)
