usually, when Tokyo MX is the event organizer (so for Magical Mirai), there is streaming option with Pia ticket video and Lawson ticket video service, both of them works overseas no problem.
But when there are other organizers, yes they usually choose Abema platform since I guess is easier for them (Abema is main video platform for Japan and can handle also the various licenses, something that Tokyo MX usually does too since is a nationwide TV channel). And the various restrictions this year might be related to some songs licenses, it happens sometimes.. (especially this year there is one song never played before that might have some license issues) but I'll keep checking Abema twitter and other official channels in case they'll announce something more ^-^
