try to right click the setup and select "run as administrator"
also check if your main user is administrator and turn off all User Account Control settings (from Control Panel - Users)
and try to install it in a different directory, example c:vocaloid, because program files directory has more privileges and these kind of errors can happen..
There shouldn’t be a need to put in your username for that and you will probably need to open command prompt as an administrator.
Edit: I see your new comment. Did you try it as an admin?
So two things to try:
1. Try command prompt again but put in: net localgroup /add “BUILTIN”
2. Create a new user to do the install. Make a user called BUILTIN.
