She is a general purpose human interface robot. A shopping mall might use her to provide directions, as a simple example. Her hands are just for expression— she can’t carry heavy objects. The previous robot by her developers, Aldebaran, was NAO, a robot used in therapy and research applications. The most popular of these was Robocup, where teams of NAO competed against each-other in soccer.

As everyone said, Pepper was supposed to be a companion-like robot, mostly for elder people in institutions or lonely people (Charlie was a bit like this, though he was aimed more at single working girls having stressing life)

(But honestly, I didn't see it coming... It feels so strange to see a Pepper robot with Maki's original voice and what could have been her original mode's singing ; wondering if it'll likely lead to foreign languages such as French being implemented later, since Pepper was created by a company that was primarily found by French people before being bought by foreign groups, but one can dream )

Pepper actually wasn't ever really intended for in-home applications. She was very quickly targeted to the commercial sector after release. However, Aldebaran is developing a robot for the elderly called Romeo. (Or was.)
