It seems early at first, but then you realize that the 20th Anniversary costume design contest might be only the first contest, there might be others, like a song contest or some nice artworks. And for the winning costume, is possible that it might be used in a 20th Anniversary concert (also at Magical Mirai 2027, which will celebrate 15th Anniversary), or also made into a figure (and that might explain the time needed, usually it takes 1 year for a figure to be made):utaneuta_smile_lili:

That tweet is about the press release, saying that the costume design submission is just the prologue of this project, so the twitter user is hoping that a new Diva is releasing in 2027.
Here is translation of that part of press release:
Today's costume submission call is just the prologue to this project. We will continue to prepare a variety of projects to make this major milestone for Hatsune Miku, which we have nurtured together with you, a grand anniversary for the creative culture that supports her. Let's create the best 20th anniversary together with Hatsune Miku!
The main issue of a new game has always been finding the balance between development costs/songs licenses/copies sold, and while I think a brand new game is still possible (especially if they put a new Edit Mode, I'd be perfectly happy of a new game having only Diva Room and Edit Mode, so there are no issues about high song licenses), I feel there are first more chances of a Project Sekai PC/Switch full version, and a collection of the previous Project Diva and Project Mirai titles. SEGA likes to make collections of its successful IPs before a new main entry title, like Sonic, Yakuza and Persona, and Project Diva sales are about the same of Persona, so..:gumi_lili:
