Yes, this is allowed! Down the road, it may happen where a user wants a separate fanclub, such as just Daina. In that case, it may be possible for both the combined and separate fanclub to exist (something to discuss with Staff when the time comes), or a compromise to come from there. separate clubs may be created upon discussion of a good compromise (such as who will run which fanclub, etc.), but not until a good agreement is settled.
But for now, if both are available, you may create a combined fanclub!

To put it simply, yes! Any user can create a fanclub as long as one has not been one created for that Vocaloid/etc. already. You can simply create a thread under Fanclubs to get started

No worry! Feel free to ask any question you might have about the rules!

As for that rule, that's in regards to users themselves making more than one fanclub. For example, I just restarted and made a thread today for the Fukase Fanclub, but if I want to create another, I'll have to wait 7 days. In your case, you haven't created one yet, so you may do so!
